Oxford Health’s Warneford Hospital is the oldest inpatient unit still in use across the entire NHS estate. The trust continues to provide compassionate care in a Grade II listed building that has little changed from its origins 200 years ago.

The constraints of the buildings directly hinder the provision of therapeutic activity and Trust’s ability to provide suitable space for managing challenging behaviour which all creates a vicious circle contributing to increased patient distress.

The Trust has joined up with the University of Oxford and a philanthropic doner to create a £500m world-class centre for mental health and brain sciences on the existing Warneford Hospital site along with a new university college.

The Trust needed experienced Programme Management services to develop the Strategic Outline Case and to prepare for the Planning application. Members of the EPM team were also appointed to set up the PMO (Programme Management Office). The commission included managing multiple programme workstreams, project governance, change control, risk management, budget and cost reporting and reports to the Trust Board.

The project has now successfully completed the SOC (Strategic Outline Case) and is progressing with the Planning Application before moving to the Outline Business Case.

We supported the Trust’s team in recruiting an in-house Programme Manager to manage the following phases and were able to manage a smooth transition to the new person.
